It's spectator only version. When you download you can't play it until you pay.
I saw the same thing and tried downloading it. Sucks, but you still have pay. Spoiler:

Even though the answer(which is probably right) is right above me, I have to say, that my friend had the exact same thing. He didn't buy the game(The game was CS:GO), only played the demo version on the free week end. And one time, when he went to the store to look at it, to see how much it would cost him, he noticed that he OWNED the game.(Not gifted, or bought, but he had it), and he could legitematelly play it.
