Well..
What you have as a background is a bitmap image. When stretched, the quality is reduced. With a vector image, the properties of the image are anchored in certain points such as lines, curves, corners, and otherwise geometric things.This means they will only become larger when stretched, and not have their quality reduced. In simple terms, bitmap images are based on points (or pixels), whilst vector images are based on the actual content of the image, and how it's placed and such.
