people do this to bring it up or if the section was spammed

(5char) means 5 characters, forum messages can only be 5 characters or more.

Bump is an acronym for "Bring Up My Post". As Marsh said, you don't have to actually say bump to bump your thread. Its just counted as a shitpost now-a-days.
