[BUG] Weird screen effect after being knocked out

A cop knocked me out on accident, and when I came back my screen was all weird for a minute or two.

See that orange-ish slash across the screen? It's that, but as I would move a bunch of them would wave all over the screen, it didn't make the game unplayable at all, it was just distracting for the minute that it lasted.
