[REQ] Camera Cooldown

Either have a cooldown on the flash of the camera
or add the option to block it as an admin (for an amount of time)

In the end they fill up their drive, but its still annoying as fuck

+1, Please add some sort of cooldown. I always have to keep staring into the sky because of so called "Photographers"
