A god
A fighters guild leader
A mages guild leader
A DB assassin listener
Among others.
Even if it was Cicero, Cicero wouldn't kill a listener. He is too loyal to the night mother to do so.

Also, I think Cicero is about 40 or 50
My guess is that soon, hero from oblivion settled down as sheogorath, gaining the old Goraths features over 200 Years until he was actually looking like Sheo.

Im not refusing that he the Champion in oblivion but its highly Unlikely that the adoring fan is Cicero in Skyrim that's all. But i still shot both them in the head with an arrow c:
