unless you already registered for beta access, then you're too late, you can't register on their site any-more.

though it doesn't mean you can't find a key elsewhere.

anyway, the beta starts in 1 hour (9am PST, 5pm GMT+0)
emails with beta keys get sent at that time, if you get one, then you got accepted into the beta, if not, then you don't get an email.

i doubt that i'll get in, but the point is:

is anyone getting this game when it comes out?

i need someone to play with when it does (multiplayer)
sure, EA screwed up on some parts of the game, but i still want to play it. sim city 4 was epic.

New features? A lot. No more power lines/pipes is a quick example, it is all built into the roads. The big two features are

The traffic jam you're seeing is actually occurring, and each sim in the jam will be late to work, delaying your economic productivity. Buildings generate garbage, that garbage needs to be picked up. When the garbage truck fills, it will go to the dump. Built a water tower? Each house 'pings' the system every x times a day, simulating water use.
2. Multiplayer. You work together in a region, which is hard to explain, so watch this.
The UI is very clean, and very intuitive. I love it. It's like OSX+Chrome, its a UI dream. It hasn't changed much since the video I linked, but it has had some tweaks and additions.
If you're interested, try to get a beta key. Amazon pre-orders give you a key, and you could always cancel the pre-order if you don't like it.
