[Forum Bug] Reports/Appeals Double Posting

The new appeals/reports system is occasionally double posting threads, either because of how the browser sends the data or possibly a delay causing the user to reload the page could be responsible.

A simple fix would be to add a one minute delay on posting reports/appeals and having it simply report an error page when it attempts to post a new thread before then.
