Take the scenario of raiding the PD:

Let's say they're friendly but it's their common goal to control the town. They can't work together to bring the PD down since helping one another would be helping the rival gang control it. It's kinda like this for all scenarios.

I don't see why not. Gangs IRL make peace treaties all the time. They may not become one gang, but they definitely help each other out once in a while. Also, gangs make rival gangs do bitch work to avoid being killed, having their territory taken form them and so on. I don't see why you would be able to do this in RP, I would say it's fine.

This makes perfect since but seeing as we don't allow thieves to work together, which is even more common in real life, we can't allow this. If two thieves can't work together, then why would we allow two mob bosses plus all their gangsters to work together?

As realistic as it is, job abuse is one rule you can't RP around. Two gangs working together would be job abuse as they are in the same situation as thieves.
