Its probably not, because they suck but because you seem to fail at communicating with them.

I play soloQ most of the time and when it goes wrong its, because of the communication or someone gets greedy.

Yes exactly, whenever i play solo que i get stuck with ppl who don't speak English/don't call mias.. And it destroys the game.

I just filed a report to them and ended up getting a response from staff about the faulty system and how they were working to fix it. Simply put, it destroys team composition when you're separated by the language barrier, making it near impossible to strategise as a team. They told me that it was in-the-works.

Also, when i was playing yesterday with 2 friends we got teamed up with 2 Brazillians -_- I mean really, why can't they be moved to their own server.
