[Bug] Lawboards resetting to stock
got a report from a user that the lawboards frequently erase his laws, reverting back to stock laws.

No, if you try to set your laws they get reset back to stock ones not long after I've gotten a number of reports about this, Jake Micheals also observed this when he was mayor.
