[REQ] Jail time doesn't reset upon sentencing

Currently, if you get arrested, the clock starts counting down from 180. However, once the cop sentences you, ex: Assault, the clock goes back up to whatever time he set. So you could be there for 30 seconds, and then get sentenced to 300 seconds, and end up really spending 330 seconds in jail. It's pretty annoying, especially with cops that take an hour to type.
