[FIXED] [REQ] Randomize admin requests
I've noticed the admin that joined first will get all admin requests. Since most admins open all of them he is busy doing everything while others are free.
Might add a randomize or a load balancing into it Forum To-Do List Request Form for bugs and suggestions |

Every time an admin claims a request, he gets pushed to the bottom of the queue for the next one.
