Please explain exactly what happened from start to finish:
Dante, beginning as a thief, was robbing the Police Department, with Lawrence Hammerstone (Steam Username: 'POOP'). After being killed, he claimed RDM, claimed that the Mayor possessing weapons was against the rules, and said Props are not allowed in the PD. He also continuously spoke in OOC to change my RP relation with him. Dante then switched to Civil Protection to get passed the doors, and after a session of back and forth, finally stunsticked me at random, and arrested me [05:05:10]. After I was released, I killed him within RP reason, and he tried to stunstick me again after his return to the PD, breaking NLR, and attempting a random arrest. Since there was no Admin online, I killed him in self defense only after I heard the buzzing of his stunstick. This happened twice. After the second time I resolved to KoS him indefinitely upon his entry to the PD, as he was continously breaking NLR and attempting to arrest me. After several kills and not seeing him for a while, I stopped the KoS. He then trapped me in a advdupe spawn on the third floor of the police department while we were alone, with no fading doors. After about five/ten minutes, he despawned it.

yeaaa i was just on and some kids were complaining about dante from earlier. This is probably legit.

I approve this! And also 'POOP' RDM'ed me for several times. And both, 'POOP' and Dante said that they don't care about this server and about the fact that they will (probably) be banned (I hope permanently). Dante RDA'd me several times on sight. He claimed he did it because I was angry with him, a CP (I talked in OOC that he is RDA'ing and will be banned and I was very mad, so I insulted him with words like "Asshole, cunt, idiot". Though he 1) can't arrest me for OOC stuff 2) can't arrest me immediately on sight right after I've spawned).

Can I add that if there's no admin online feel free to summon one. I'm sure there were a few available to come on and deal with it which is preferable to you dealing with it yourself.
